16. When posting customer payment, allow write off of bank/credit card fees

    In Desktop, when posting customer payment, if it was short paid due to fees, the user could write off those fees in that workflow. In QBO the user has to post the payment, then create a credit memo for the short pay amount, then apply the credit memo to the open balance on the invoice.
