   The payment method type is decided by the merchant. We can’t present payment method that has not been allowed for the invoice.

   An invoice states you can pay via credit card but when you click on Pay Now, there is not an option to use a credit card (ACH only). Not sure if that's the vendor or the program but credit cards should be accepted.
