I keep getting "Unexpected Error" message and it will not pay my bill. The PAY Button will not actually let me pay this bill.

I keep getting "Unexpected Error" message and it will not let me pay my bill. The PAY Button will not actually let me pay. The Button is frozen and does not respond.
