Both this business and my business are on Quickbooks Online. Maybe I'm doing something wrong, but I should be able to pay them without having to manually enter bank info. If I click the link to pay, I have to manually enter my bank info. If I forward to QBO and create a bill inside QBO, then I have to call the vendor and get their ACH info and enter in manually.

It sounds like the issue is more about how QuickBooks handles invoice payments between two QBO accounts. For comparison, something like the Raising Cane’s Menu experience is very simple and straightforward everything is clearly laid out without unnecessary steps (you can see an example here: https://menuraisingcanes.com/). QuickBooks payments should ideally work the same way, allowing a smoother bank connection between QBO users instead of forcing manual entry of ACH details each time.
